It's not a television program, it's, actually, a radio program. BBC Radio 2 broadcast it, but it's available to purchase on-line at several places.

A lot of the HBO series is based on these 6 half-hour broadcasts. They are hilarious.

If it's out there it's probably on you tube. Try that. There's tons of hilarious FOTC stuff on there anyway including a documentary they made that HBO should show.
