Yes. Although mathematicians who specialise in game theory disagree about which proportional representation system is best, all agree that FPP is worse than any commonly-used proportional system. Look at the shambles of the 2000 US election.

The FPTP system allowed parties with a limited number of votes, as low as 30%, to get into to power and say that "it had a mandate".
The US still has belief, however misguided, in this system.
