If you are asking about English as a second language (ESL) there are courses available.
If you are asking about English as a subject (literature, linguistics, etc.) there are plenty of avenues for study.
I can only answer from my own experience. I am at a NZ University,
and I'd guess that international students make up about half the number of students in my classes.
International students must pass the English requirements to be accepted for study.
There is a wide range of countries represented here, and I have good friends from Germany, India, Taiwan, Canada, China, South Africa, the US, as well as the Kiwi 'natives.'
