Generally the NZ car rental places ask you if you're over 25 years. But if you're not, I think you'd pay more in insurance excess or something like that.
As long as you have a full license you can drive in NZ. You shouldn't need an international drivers license. An overseas license is good for 1 year in NZ.

You need an international licence, or an Australian licence, and you have to be over 25.
A lot of car rental organisations will also ask for a frozen credit card bond when you arrive. Ie - they will freeze $1000 on your credit card if you don't take out additional insurance with them ($15 a day or so).
Check your travel insurance - because often the premium isn't high enough...

renting cars is really easy, but not cheap. you may want to rent a campervan and that way you have a free place to stay. its very popular especially in the summer and you meet some great people.
