If you are under 18 yes, you do need both signatures.
A pain in the butt I know. !!
I had to ring the Passport office last month as we all needed an urgent Australian passport (death in family) to go to NZ. (ours have all expired)
My son is one month shy of 18, and they told me I had to have both signatures for his passport.
Now the funny thing is, his 'father' is in NZ and hasn't seen him since he was 1 years old!
You could try your passport application with a signed affidavit from you or your mum stating you don't know where your father is, divorced, he has nothing to do with you etc.... see if that works.
This is how I got a NZ passport for my son when we were living in NZ.
