Yes it is... it is one of approximately 70 'districts' within NZ, and is within the Manawatu-Wanganui Region. The Ruapehu District Council is responsible for a number of things, like local roading and infrastructure, bylaws, dog control, town-planning, subdivision, building consents, etc. It also provides public facilities such as swimming pools, libraries, etc.
It is home to approx 13,500 people, and contains the beautiful volcanic peaks of Mt Ruapehu, Mt Tongariro and Mt Ngaurahoe. It is approx 6500 square kilometres in area (sorry, don't know what that would be in square miles). For more info, visit the Council's website: http://www.ruapehudc.govt.nz/
