I am accepted into the PhD program in economics with the University of Otago.
I wanted to ask what job opportunities are there when I graduate and is it easy to find a part time, or consulting jobs in Dunedin. I am in my mid 30ties and me and my husband need to supplement our income during my studies. We will be able to work only part time as we are US citizens. I have 6 years experience as financial analyst, and he has worked in marketing.

In addition to the opportunity to get tutoring work at the university (I got an MBA there some years back) you should also look at getting together with one of the lecturers to do consulting work for NZ companies, anywhere in NZ.
That was a very lucrative source of income for me during my MBA studies, and had me traveling around NZ, to Australia, and to the US as well.
The key thing is to find a lecturer who is willing to partner with you. Being from the US will give you added credibility and interest/value as a consultant in NZ. (In my case, I was from NZ but the lecturer was from the US - either way works).
Dangerous
The job market's pretty limited but it is a very nice city to live in on the whole.
If you do a PhD through the University there's a good chance they could organise employment with an affiliated company.

I live in Dunedin (have done for over 20 years), and I can tell you that the job market has tightened, but I don't know how things are for people with your skills. I'd suggest listing your CV (resume) with one or two of the recruitment agencies, and keep an eye on the employment sites - like Seek and Tademe. Once you're at the University, Student Job Search would also be worth making contact with.
I hope you love your time at Otago Uni as much as I did. Good luck with your studies :)
Additional: In a lot of faculties, there'll be tutoring jobs - I'd check with the University about what opportunities there might be.

To be honest, it will be hard however check www.seek.co.nz for jobs and if you're not too "proud" Supermarkets are always hiring.
