Well 3 weeks based in Auckland and encompassing the activities mentioned would be plenty of time i'd say.

Trekking I would suggest they go over to Rangitoto island

where they could walk up to the summit and take in the views of the Hauraki gulf. Also Waiheke island is beautiful and worth a visit and could satisfy both their trekking interests and swimming and snorkelling.
Skiing is obviously a no - December being summer and all, might be worth pointing out that there won't be any snow present around the Auckland area.

Great barrier island for fishing and Snorkelling - or they could rent a car and go up to the bay of islands area (i've never actually been to the bay of islands myself)

AS for dressing well it'll be summer, anything goes in summer (well almost...) singlets, shorts and jandals - jandals would be a must and bikinis are fine. New Zealanders are pretty laid back, definetly no strict restrictions as to what a female can wear - just maybe not a good idea to walk into a fancy restaurant with nothing on but a bikini top and a short denim skirt, but lets face it who would do that.
I think it'd be a great idea for them to rent a car for their time over here - it'd be expensive cause that peak season but it'd allow them to make the most of their time.

There are lots of places to see in New Zealand. I think it would be best to spend more time on the South Island then North Island. You could check it out this site I hope it would help you out http://www.aatravel.co.nz/101/

Being a New Zealander the places I might sugest might be different to the touristy places.

My suggestion is to be in NZ preferably around late Feb early March because that is when we have our best weather.
Shopping places depends on your tastes but central Auckland is alright for expensive things. It is also fun to go out into the rural town on their market days usually sat or sun and see what is avaliable. Town markets often have unique things that the locals have made themselves.

In major cities NZ females that go clubbing are expected to be in groups or with a partner. Small towns don't usually have clubs but a central pub that everyone can meet in. Clubbing clothes are usually relatively skimpy. Different clubs have their own dress codes and people are generally meant to dress respectively.

Everyday clothes people are relatively casual on what people wear. Skin revealing isnt an issue at all. Bikini's are usually only acceptable in sort of swimming areas. The general rule is wear what you are comfortable in.

One of the areas with the nicest climate is the Hawkes Bay region. But I am guessing from ur desire to swim and trek and stuff, a nice area to visit would be the coramandel. Which has lots of nice golden sand and a few rocky beaches. Also a few good fishing spots. It would also involve a fun boat trip to get out there.

A nice area close to auckland to go tramping in is the Waitakeres. Which has lots of relatively easy tramps and is easy to get to.
