I would say head to the South Island.
Proberly the cheapest way to travel around NZ is to go on the "kiwi expereince". www.kiwiexperience.com
On this you can bus around, getting on and off, they arrange all the hostels etc for you to stay in, and really is a great way to get around.
Keeping in mind that public transport is not very good in NZ, with not many rail & bus systems.
I am not too sure of your age group, but if that does not interest you, then I would reccomend hiring a campervan and travelling that way around.
Have a look at www.maui-rentals.com to give you an idea of what I mean.

The area of Golden Bay, Nelson and Able Tasman (the very top of the South Island) are extreamly beautiful and not terribly touristy.

Also the people, scenery and landscape along the west coast of the south island is amazing! Drive along that way, stop off at a local pub and be in store for one of the best most honest and entertaining evenings you will ever have!

Grab a Lonely Planet, which I consider to be a bible to traveling in any country.

I would say it is the South Island
Start from Wellington, go to Picton by ferry. Take a bus to Christchurch. Stay there for a couple of days.Take the rail route to Greymouth and from there the bus to Fox Glacier. Allow a couple of days to climb the Glacier. Then go to Queenstown. Stay there for another day. Take a day trip to Milford. Start your way to Dunedin. Stay there for a day and return to Wellington by flight

I would recommend renting a car and just driving around. Get a good travel book (e.g. Rough Guide, Lonely Planet), and head off into the wilderness of your adventure. My brother and I did this for a 4-day trip around the northern half of the South Island. It is truly amazing what one can find, if you keep your eyes open, and are flexible about saying "hey, that looks interesting, turn left!"

"does not cost much" is a rather flexible term, and depends greatly on the economy where you are. I found that, in general, the cost of visiting NZ was about the same or slightly less than travelling in the USA.

Try staying in a youth hostel. They're cheap and a great place to meet other people.

Arthur's Pass (in middle of south is.) has a hostel, and awesome hiking and walking.

Definately South Island.

Nowhere in NZ is very expensive.

But the further South you go the cheaper things are.

Try one of the towns right down South on the Coast by the southern Ocean. If you go too remote things start to get a bit more expensive simply because of transport costs and the fact that so people live their.

Invercargil would be the place seem to remember having a very fine and inexpensive Sunday Lunch there.

Mind you there is not much more there to get excited about most of the time.

Well the best way is to go on a wacky road trip with ur mates thats wat we do once a year. we r based in auckland but we make it a prioroty that everyone saves atleast a grand for our 2 week long trip. Believe me its da best and cheapest way rather then paying hundreds of dallars to guides and just sitting in a humongous bus and looking outside road trips are fun and easy one guy gets the car the others cip in for the gas and his food(he has to take care of his own accomodation). Dats it one can anywhere goe to places take whacky shortcuts and all and just take it easy and kick back on the trip. Its fun and cheap try it.
