 What's the difference between a 'Grammar School' a 'Normal School' and 'High School'?
In Dunedin we have Normal Schools (Eg. George Street Normal). We don't have Grammar schools, but I know they do in Auckland. We have regular High Schools.

Wellington was the most eclectic city I stayed in on the North Island, Christchurch was the most artistic on the South.

I think that you should begin by selecting a town or city that you may wish to live in, then we can go on to suburbs, from there. New Zealand is a country, consisting of two separate islands, numerous cities and towns, and who knows how many suburbs.

Uh, piefkeholz, you are quite dumb.
Australia is country not a suburb.

Anyway, there is no best suburb in New Zealand. They are all good, to different people.
You should probably pick a city first, because there are hundreds of suburbs in NZ. Once you choose a city, maybe we could help you find a suburb suited to your needs.

Well I would have to say Oriental Bay in Wellington.

It's really a nice place. On a sunny day, everybody gets out onto the water. Heaps of cafes, and restaurants.
