West coast on the South Island is the cheapest for housing or farms etc, but only live there if you are into fishing or the wilderness, as it's quite ruggered and gets very wet and cold !

Property on South Island is usually cheaper than property on North Island. A place off the beaten track could be quite cheap but it's location and price might not compensate for some of the inconveniences involved in living away from a community.
Depends what's more important to you.
Check a newspaper online and see what the prices are in the different areas.

Go south as the weather gets worse, particularily in the winter.
Consider an offshore island. The more remote the cheaper it will be.
