Generally for official forms, it is best to use black. If copies or anything needs to be made, it tends to be a little easier. But either blue or black will work.

Don't go anywhere.If you see the color of ink on a visa application form as being a dilemma,then I don't think travelling is your forte.In fact,I see many problems ahead if you decide to take the plunge.Stay home,it'll be better for you in the long run.
