The first government was based in Kororareka, just across the Bay from the Waitangi Treaty House.
As the local population declined in favour of Auckland, the Government was shifted to there.
Both islands then started to develop, in fact Dunedin soon became the centre of commerce in the country, so a more central location was seen as desirable.
Hence the move to Wellington.
