Take a look at English Town. They are a company that offer 8 days free accommodation in a hotel in exchange for mixing with their Spanish paying guests and talking English to them. Absolutely no Spanish allowed.

See if there is an English speaking school in the area, or a class that teaches people to speak English.

Go to the holiday spots, especially San Fermines in July - tons of Americans, Canadians, Brits, Aussies, and Kiwis there. That's if...you're willing to wait until July to meet other English speaking folks.
