Hi there! If you're 16 years and and want fun, the beach is where it's at - in the summer, along with 10s of thousands of other beachgoers. If it's not summer, the beach is out. The winters can be rather brutal, stormy, very very cold, and not very pleasant.
Summertime activities include beach going, surfing (small waves), wind surfing, boating.
Which semester would you be there? At what time of year?
What else is there fun to do in Santander? There are a few things but you can do them all in about one day.
One fun-interesting thing is to board the hop-on-hop-off touristic bus to see all the city's highlights. That's cool. One of the stops is at the lighthouse and from there you have nice sea-views.
You can also visit and tour the Royal Palace called the "Palacio Real de la Magdalena" (web: http://www.palaciomagdalena.com/ ).
So there you go! There aren't many fun things for a 16-year old to do in Santander if it's not summertime, I'm sorry to say. But the city is pretty decent. Nearly the entire city burned down in 1941, decimating the entire downtown and Old Town.
