The Museu Dali is in Figueres. You can go directly by train (www.renfe.es), but you are looking at 12 hours on overnight trains. Prices are good 43-58 euros each way.

You may also check flights to Girona (www.edreams.es) and buses and trains from there. Same sites.
Edit: as Soc Jo says, Ryanair to Girona will be cheapest if you plan ahead http://www.ryanair.com/site/EN/. Then check the train or bus.
