Yes, it's no problem to withdraw money from any ATM with an Amer.expr. card.
By sending money abroad i suppose you mean sending money from Tenerife to somewhere else.? You can do that at any bank or postal office (Oficina de Correos), you simply give them the money and the wire it to any other bank in the world, bear in mind there is a limit to what you can send depending on the country you send it to .
Also check the amount that they will charge you for it.

Yes in a ATM machine and in BANKS.
If you don't know the language you better go to SOLBANK branch who is specialized in tourist an d they speak english in all theyr branches.

technically, you should be able to get cash from any ATM that accepts your credit card (look for the Visa or Amex logo on the machine). but the interest rate is quite high, and it starts accumulating as soon as you take out money. the way Amex has explained to me is as follows... if the interest you have on the card for cash advance is say 25%, then if you take out $100 and pay at the end of the billing cycle, then you'd have to pay $125. if you pay the bill ONE day after you use the ATM, then the interest is 25% divided by 30 (or whatever days in your billing cycle). keep in mind that you have to pay the CC bill completely, because the company will always default to paying the amount that owes the least interest (Ex: you spent $100 by charging on the CC and took out $100 cash advance, but pay back only $150... the $50 balance continues to accrue interest at the higher 25% cash advance rate). use your regular banking ATM card, because it's cheaper (you get charged $1-2 from your bank, 1% from Visa, maybe a charge by the foreign bank, but it usually will still work out in your favor).
