I like to clear up all the incorrect answers,

The Canaries Islands are part of the European Union in every way except customs duty, for custom duty the islands are consider outside off the E.U.

You can buy property just using your passport number but, to pay council tax, electricity and waters bills you need an N.I.E. (tax identity) number, you will also need this if you are going to work or purchase a car.

Resident identity cards are now only required by people live in Spain or the Canaries but do not work i.e. retired people but, it is a good ideal to have one because it means that you don't have to carry your passport for identity purposes i.e. shops will not accept a credit card without a photographic identity

Yes. To formalise it Spain will require you to have an NIE and ultimately a Residencia.

You will not be able to do some of the things you mention without them, such as buy a house.

yes, as one of the other answers pointed out, you will need an NIE number for working and buying a house however Residencias (ID Cards) are no longer issued.

Yes you can.

Its very easy for people within the EU to move to Tenerife or Spain and start up business / live.

As stated you do need to get s NIE/NIF number and always wise to become a resident.

Obtaining these are really easy and nothing to worry about. If you don't speak Spanish you can hire someone on the island to basically do it all for you for a price, all you will need to do is visit places and sign plenty of paper work :)
