Just saw your question... I went to University in Barcelona called European University http://www.euruni.es/
As an american, it was not difficult to get in and they let me go kind of illegally (without a student visa) but it is reccommended that you get one. Once you have a student visa you can work a certain number of hours each week. Anyway, I loved my time there and the classes are in English so it was quite easy in comparison.
Good luck!

Both cities have several universities of excellent quality.
The one in Alcalá de Henares on the outskirts of Madrid also has a good reputation.
Here are two websites that should give you the information you need:
www.directorio-madrid.com/universidade... (Madrid)
and
www.bcu.cesca.es (Barcelona)
There are also excellent universities in Valencia, Seville, Malaga, Granada, Salamanca, Burgos, and several other cities in Spain. Tell him to look up spanish universities in internet. for full lists and facultiy facilities. Most spanish universities have webpages in spanish and english.

As far as getting a job, not being a resident of the UEE (union europea) will cause a bit of a problem. For info pertaining to the requisites, he had best address the Spanish Embassy or nearest spanish consulate. Spain is a fantastic country to live in, I've been here 35 years!
The apartment would be no problem...

doesn't he want to go to france???
what is wrong with US???

My brother-in-law is American and did a year in the Universidad Complutense de Madrid. He loved it there!
The only thing when considering Madrid or Barcelona, is considering that apartments are more expensive.
Usually universities have services to rent rooms, which is usually simpler.
Big cities are better for jobs (check the requirements for the visa as you are non-European Community citizen).
Usually rents are cheaper in smaller cities, though a job can be harder to fine. Nice ones, besides Salamanca -very famous in and out Spain- are Oviedo and Cádiz. I send you the links for all four, and the one for Sevilla, though I do not know anyone who has studied there.
Hope you cousin can find something interesting and moves over here!!! :-)

PS.Check the Universities in Barcelona, because public ones usually are in Catalan.
