Inquieta means someone who is very active, fidgety, anxious. And it looks like here the person is using diminutive (inquietita) but they did spell it incorrectly

The vos means that the person writing is from Argentina or one of the countries near there...they use Vos for you in Argentina, Paraguay, and a couple of other countries near there. |

I speak spanish and I think this person is from Argentina (They are very unique in the way they talk) ...

"yo tel guardo" should be "yo te lo guardo" which means that he will keep your secret save.
"Inquitita" - No Idea I'm guessing he calls you like that
