There are plenty of places in the Barcelona area, i counted over 80 with the word "beach" on this site.
One which is really getting raves is this one:

The Ramblas. Great youth-hostel,in the center,and for only 20 euros per night more or less.There are other options,but u gotta check the Spanish youth hostel asociation for them:

SO,my honest recomendation with no doubt,Ramblas. |

If you want to be right in the think of things, I'd stay innthe Barri Gottico which is where the Ramblas are located. This is where you'll find all the bars, clubs etc and you'll be within easy walking distance to the beach and Barceloneta. There are plently of hotels and apartments around Las Ramblas which is in the heart of the city.
