Costa del Sol is one of the places that it's always lively. You can choose by going to the capital, Malaga, where you will have lot of places to visit and great night clubs or if you prefer you can go to Marbella, where it can be a bit more quiet, but remember that this is one of the favourites places for the reaches spaniers to go ;-). Anyway, if you decide to go remember that if you go for new years you have to take with you 12 grape to give you luck during the year (Spanish tradition)

Scott,
You are far better off in the cities for the winter parties. I´ll suggest Madrid as I know its non stop parties around Plaza Santa Ana from Xmas to the new year.

However I´m sure there are a number of other cities with things going on as well!

Possibly, but i doubt it. The younger generation do not tend to go away at xmas unless with family because of how expensive it can be. You will find it is like this anywhere you go.
You could always ask your travel agent!!

Also, if you're there for new year, you have to wear red underpants as well as eat 12 grapes and drink cava!
