All above answers except xalynn's are completely or partly wrong.
With a residence permit of the Netherlands and your PI passport you may travel visa waived for 90 days to all countries which apply to the Schengen Agreement. Those are at present:
Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France (to include Monaco), Germany, Greece, Hungary, Iceland, Italy (to include San Marino and Vatican City), Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Slovak Republic, Slovenia, Spain, and Sweden
Switzerland will become a Schengen country in December 2008, but a present you already may enter with a type I or II "Verblijfsdocument".

Normally, as Philippine passport holder, you will be required to get a visa to visit Spain. (http://spain.visahq.com/requirements/Philippines/resident-Netherlands/ )
You have a permanent resident card in Netherlands, and Netherlands is part of the Schengen Agreement. Holders of Schengen residence permit allows travel to other Schengen states for up to 3 months. So technically you could travel to Spain without any problem. You must carry your residency card with you during the travel, together with your passport.
With regard to your previous visit, UK and Ireland are not part of the Schengen, and UK authority requires that Filipinos to have a visa in order to enter the country. (http://www.ukvisas.gov.uk/en/doineedvisa/visadatvnationals ) US, on the other hand, is not classified as visa requiring country by UK authority. |

if you are a legal resident of the netherlands you can travel all across the EU without a visa, keep your passport with you along with your residence permit and you will be fine. |

You need the Schengen visa... it's the visa that works for most European Community countries. |
