If you live in Europe: no, but ahve to be registered in your pass.

If you live outside of Europe: some conries require that the child should has own pass, but ordinary the child is writen in in parents pass.

If you are planning to fly or sail then you will need a passport as you will be required to clear customs and immigration. If you are driving over the boarder from France you wouldn't be required, although so form of ID would be recommended.

In the past babies and children could be included on a parent or guardian’s passport. The law has now changed and babies and children up to 16 who are not already on a parent’s or guardian's passport must have their own child passport if they are going to travel abroad.
