No, The plain, La Mancha, get a lot less rain than the rainy area which along the North Coast -- Galacia, Asturias and Cantabria. the area known as "Green Spain".

Not really. The rain falls mainly up north (Galicia - not Galacia-, Basque Country, Cantabria and Asturias). That is just to make it rhyme! The plain is the center of Spain and is quite dry.
