No. The rainiest parts of Spain are in the South and North -- the plain, La Mancha actually gets the least amount of rain.

no. It falls in various parts of the country, but the plain is notoriously dry. it's called La Mancha for a reason.
La Mancha means The Stain. Because it's a Stain of semi-arid, mostly unproductive land. well, used to be, anyway. It has changed with modern technology and irrigation, but that's why it was named that some 1500 or so years ago.

It falls mainly by precipitation on mountains or high ground. The coastal plains are usually dry and that is where the main growing area is located. The mountain rain feeds into the rivers and lakes, as you will see when flying over the Spanish mainland.
