I would have to say Puerto del Carmen. PDC is the busiest resort in lanzarote... however through the day you will have no problems milling around shops, popping into bars / restaurants and generally going at your speed.
Once the night hits you will find a lot of bars many offering different things. Really the resort is what you make of it, Lanzarote generally has a nice slow walking speed so you can go as fast or as slow as you want.

Yes, several times. Have stayed at the quiet end of Puerto del Carmen and found it really nice. Depends what time of the year you go. Playa Blanca is quiet but a bit remote. Enjoy yourself.
