Have you tried Confortel Almirante,

We stayed their and it's about 5 minutes from the beach, great location, across from the Gothic Quarter and 10 minutes from Las Ramblas, their is a great Irish Pub right next door , it's affordable and close to everything. I wouldn't suggest public transportation to any hotel when you arrive as it is very crazy there, I would just take a cab, you will find after a long flight that it's the best way, this hotel has an awesome breakfast, ask for a room on the higher floors with a terrace, you'll love it.
