It took me until I could live the language to become fluent. I probably would have been much more fluent much sooner, had I been able to live immersed after about 5 or 6 years of study.
If you want to get fluent fastest, the thing to do is live in a Spanish speaking country, and take language lessons there. The more you surround yourself with Spanish, and isolate yourself from your native language (I assume English), the faster you will become fluent, but it is really important (depending on how you intend to use it) to learn the grammar, as well. |

I am learning Spanish and ive actually found the best way for me, is actually talk to someone who is Spanish and speaks English. That way you can both help each other and ive found it very beneficial!!
Both sites are 100% free, the Interpals one you have to sign up to and register your contact details...... where as the Students of the World penpal site doesnt require anything and you just search through the thousands of penpals from all over the world!! Hope this helps ^^

Id try www.livemocha.com. Its free, better than the Rosetta stone and good interface. Id guess - heavy emphasis on guess - that you could get to that point in 6 months. Less if you go somewhere and immerse yourself in the language.. |
