How much does a decent meal usually cost in Valencia and Barcelona?

A menu del dia (menu of the day) will cost anything from €5 euros to €7. You can get a good meal for that. If you want to go out at night and have a good meal it can cost anything from about €15 per head to €100 Euros per head. It really depends if you want pork chop or lobster.

I would do two or three tapas per person for a "dinner". That runs under 10 euros plus drinks.

That's how I did it when I lived in Spain, and when I travel there. I'm not much into the whole formal dinner thing when I'm there.

A regular "menu del dia" will be around 9€ and it includes two courses. Depending on the restaurant it will include or not drinks, dessert, coffee...
First course are usually salads, soups, pasta...
Second course will be some kind of meat or fish...

To get the best places ask some workers on the area. the bad news is that in Spain smoking is not so banned in restaurants.
