Note Segovia is the name of a province in Spain and also the name of the capital city of that province. I guess you're talking about the city. Segovia is a beautiful small city on a hill. It's one of the most popular tourist day-trips from Madrid.
The two most important landmarks are the Alcazar, which is a fort / castle. I think I heard Walt Disney used it as the model for Snow White's castle. And the aqueduct, which is a kind of stone bridge meant to carry water into the city from the surrounding mountains, built by the Romans two thousand years ago. The cathedral is also pretty amazing.
Near the city of Segovia is an 18th Century(?) royal palace called La Granja de San Ildefonso. It's actually right at the foot of the mountains that separate Segovia province from Madrid province. I believe the Spanish royal family still stay there sometimes in the summer (it's pretty cold around there in the winter).
Segovia has a couple of foods that it's famous for. One is cochinillo, which is roast suckling pig. It's very delicious, though pretty rich and fatty. There's a famous restaurant near the aqueduct (I forgot the name) that started the tradition of cutting the pig with the side of the plate. Basically they bring out a whole roasted baby pig (very small because very young), and cut it into quarters in front of you with the side of a plate. One pig feeds four people. The idea is that it's so tender you don't need a knife to cut it. The other food is judiones de la granja, which are large white beans grown near the royal palace. They usually serve this in a stew, with pieces of ham or sausage, as a first course.
Note that Segovia is in the center of Spain, in a mountainous region, so the weather is cold in the winter. It's not the typical coastal resort town with mild weather and white beaches that many people associate with Spain.
Not sure about celebrations, but if you check on the internet for the patron saint of Segovia, the city's main celebration is probably the saint's birthday.

segovia is in spain, so they speak spanish!!
its quite a small city, i mean, you can go anywhere on foot.
to do some sightseeing, i would recommend its aqueduct (famous throughout spain), el alcazar, Fuencisla park (15 min walk from the aqueduct), the mayor square, the cathedral... there are loads of roman churches too... San Lorenzo quarter is very nice!
basically go for a walk in those narrow streets and have a taste of the city yourself!!!
