You need to explain your question better.

... are you asking what exactly ? whether British people can't buy drink in Barça, they are stopping all flights, limiting the number of hotels ??

if you're asking about the drinking, then yes. all tourist places have a higher drinking age for clubs and bars.

For example if you visited a town 2 hours outside of Barça then you'd get served from 15/16 years of age. but inside the tourist areas it is usual to be 18 because you can't handle you're drink

are people getting arrested for being drunk, no more than usual. if you drive away the tourists then the econcomy is gone

I don't think that Barcelona is targetting British Stag groups paticulary, but there has been a big push to ' clean up' the citiy's nightlife. Clubs that had been going for years suddenly got shut down for noise pollution or not putting the green empty bottles in the right disposable bin. They began to enforce laws which up until recently had been largely ignored.

I guess the knock on effect is that bar and club owners became more paranoid and more discerning about their clientele, and British stags were among the casualties.

You should be fine.

BUT: Several bars and pubs have signs posted at their door with the text "No stag groups" or "No football shirts" and so on.

If you run a classy bar in Barcelona your clientél will probably become nauseous of a bunch of drunk brits terrorizing the place...

I wouldn't say so. In fact it's more the opposite (I know of 3 companies that have set up internet sites specifically targetting stag and hen do's in the last year, and they've all got enough enquiries and bookings for the 1st half of 2009 to have covered the initial costs of setting up he business.
Barcelona has a big draw for stag and hen parties, so not sure where your question generates from - I've been living here for 9 years and haven't seen any "recent" trouble from stag parties, especially being so specific as from the UK. Unless of course, you've been witness to a soon-to-be-broadcast documentary series detailling the coomon misdemeanours of the average stag do?!
