In public I expect you mean outside, not in a bar obviously. It has been frowned on in many parts of Spain to drink outside in the street, simply because there have been crowds of young people in the summer getting blind drunk and making alot of noise and creating problems for people who live in the areas where they like to congregate to drink, like a town square or a park area. The people that live in the apartments etc that overlook these places cannot sleep etc, so yes it is not good practice to drink outside from your own bottles etc.
But if you intend to consume alcohol in a bar, pub, restaurant or club then you will be fine, even if they have tables set out in the street, no prob.

You can consume alcohol just about any where minus the church. Just be careful they frown on Americans so don't get drunk because that is a crime..
