My daughter did her theory exam some years ago in English, and had a practical test in Spanish. (Costs Blanca)
So yes, it can be done, ask at Trafico where you live or ask a drving school near you.

As far as I know its Impossible to do what you propose.
I think the only option you have is to ask directly to the traffic authority in Menorca for a definitive answer. Try searching "DGT Menorca"

I did my driving test there. But I gave up after my 4th attempt at the theory. I did mine in spanish. The theory is the most diffucult part. You can do it in english though. my friend did it. But beware of the translation as it can be tricky as it's not always correctly translated so it can lead to you answering the questions incorrectly. My firnd gave up on it after the 3rd attempt. Theory in the uk is much much easier. by the way you need to be a spanish resident to do the test there. Go need to go to trafico in your area to arrange it or to a driving school (they do theory classes) good luck!!
