in my opinion the answers above are misleading.
NO. the basque region is not separate from spain.
that's why eta are complaining. they want to be completely autonomous, but in fact they are considered by the rest of the world to be part of spain.

Yes... like everyone else has said... each region have their own Government... but they must all comply to standad rules enforced by the National Government

Paul is right though, ETA exist because they want it to be "FREE" and for example if they said... everyone named José must change their name to Raul... they want to be able to make their own laws, to our own country and say...

"This is not Spain, nor France. This is THE BASQUE COUNTRY!"

Spain is nowadays divided into 17 Comunidades Autónomas (lthe translation would be Autonomous Communities , like American states) (and also two Autonomous cities in Africa), as in any other federal state. And the Basque country is one of those Autonomous Communities.

Every Autonomous Community has its own parlament and its on goverment, so th Basque Country too, but they all have to obey the Spanish National Goverment in Madrid.

But, in fact, the Basque Autonomous Community has (and Navarra too) a privilege in financing called "fueros" because Basque villages had it even before that Spain was divided into Autonomous Communities.

Some Basque people are nationalists, and they claim for a separated country. That country incorporate the French part of the Basque country (half of what was traditionally named as Bascony is in France), and they want to annex the all the bordering Autonomous Community of Navarra, where Euskera language is also spoken in a small part of it, the one borderning the Basque country.

Im from there. That part of Spain ( Is a State, with 3 provinces inside. Alava, Guipuzcoa y vizcaya.).
The people who lives there, they are spaniards, and they feel that they are Spanish. ( But in different way like andalusia or Madrid). For example, In Madrid, they feel more Spain than Madrid. but in Basque country they feel more basque country, than Spain. Asturias, Cataluña.. think like that. But ETA wants the Independence , and some people of Spain who doesnt know about the problem say that all the people of basque country want the independence. The TV, also lie about it.

The Basque Country lies in the north of Spain and basks on the Cantabrian coast. It borders the Cantabrian sea in the north, Navarre in the east, La Rioja in the south, and Castile and Leon and Cantabria in the west.
This is comprised of three provinces that include: Alava (Araba), Guipuzcoa (Gipuzkoa) and Biscay (Bizkaia). The Basque political administration is organised in two different ways: Regional administration and historic administration. The capital is Vitoria or Gasteiz as it is known in Basque.

The Regional Administration is made up of the Basque Government and the Basque Parliament, while the historic administration is made up of general councils within the region that include: Biscay, Alava and Guipuzcoa, that also have there own historic councils. The Basque Autonomy Statute was approved in December 1979, and states that the autonomous region is made up of “historic territories” that include Alava, Guipuzcoa and Biscay. It also states that the native language of the Basques (Euskera), must be officially recognised along with Spanish. The Basque parliament is made up of 75 seats, and 25 of these seats correspond to each of the aforementioned historic territories. The members of the Basque parliament are elected every four years.

It is thought that Basques are a remnant of the early inhabitants of Western Europe, specifically those of the Franco-Cantabrian region. Basque tribes were already mentioned in Roman times by Strabo and Pliny, including the Vascones, the Aquitani and others. There is enough evidence that they already spoke Basque in that time (see: Aquitanian language, Iruña-Veleia).

In the Early Middle Ages the territory between the Ebro and Garonne rivers was known as Vasconia, being united under the Castilian noblesse. After Muslim invasions and Frankish expansion under Charlemagne, the territory was fragmented and eventually the Kingdom of Castile and the Kingdom of Pamplona arose as the main states with Basque population in the ninth century.
