I think Bilbao is a great place to be in July. It is not as hot as in the south of Spain and close to Bilbao there are many fantastic beaches. Also you avoid the hoards of tourists.
The port of Bilbao might not be the best place for sun tanning. The beach closest to Bilbao is in Getxo. You can get there by metro from Bilbao center (only 6 metro stops to get there).
If you are willing to ride the metro to the end station you get to Plentzia. A gorgeous fishing village with one of the best beaches I have ever seen - clean, spacious, great waves.

Honestly, why suntan at the port of Bilbao? It is a industrial harbour. Try San Sebastian with its great beaches or any other little town around. But, for the best results for you skin, you have to go to the south mediteraen coast.
