It makes perfect sense. All the other Capital cities are on the coast at sea level, while Madrid in up in the mountains in the middle of the country. The higher the altitude the colder it gets. |

I live in cyprus ! i visited all the places in the cyprus ! and in nicosia sometime just like last year the temperature goes on -16 ! so i think the cyprus is the coolest place !

I don't think that is right. I'm from Valencia and Spain is normally hot. And if that is right, don't worry, madrid isn't humid, so it won't be as cold as you think!

From that list, yes, Madrid would be the coldest city.
When temperatures have a minus sign in front of them that means they are cold.
And the higher the number that comes after the minus sign, the colder they are.
So -10 would be colder than -5.
