Yes, for getting a Schengen visa which is valid for Spain also she needs to have a proof that she is the holder of a valid travel insurance policy, either individual or group, covering the cost of repatriation on medical grounds, urgent medical treatment and/or urgent hospital treatment. As a rule, she must take out insurance in her country of residence. If her host takes out the insurance for her, he/she must do so in his/her own country of residence. To find out which insurance policies are accepted, you should enquire at the relevant Spaniard embassy or consulate. The insurance must be valid throughout all of the Schengen countries and must cover the whole duration of the stay. The minimum cover is 30,000 euro.

Yes you all should take out cover, the EU medical card is only for emergency cover, this will not cover the cost of getting back to your home/funeral arrangements etc.,
Many folks think they are fully covered with the EU card, they are not, it is for emergency treatment ONLY, you will also have to pay a percentage of the cost of any drugs given to you on a prescription should you need any!

PS how old is your mother, many companies now will not cover folks over 75 or even 65, look at them very, very carefully!! |

If your have some form of Health Care now then you don't. For Example if you're from the UK or inside the EU then you don't as your country WILL pay for you to have acess to the free health care in Spain [an EU Country]
But if your American you will... That is for if she brakes her leg or somthing.
but you need an EHIC [European Health Insurance Card]
but say her suite case get's lost at the aeroport or the company bringing her back goes Bank-Rupt and all flights our counciled she won't get money back for that inless you have insurance... it's not the law to have it.
As an EU Citizen, when ever I travel inside the EU I never have travel insurance... as I have a spanish version of the EHIC card incase I brake my leg for example. and if my flight was coucniled you could easily book a cheap Spanair flight =)
but if I go to America or so where I would always... there quite cheap also 20€ a year for 4 weeks I think... somthing very cheap like that - but you don't need it, it's not the law
