I just called an agency in Palma and they assured me that it's possible to rent a car under 21, the only condition being that you have to have your license for at least one year.
Most car hire companies will only hire to people over 21. However, if you've had your full licence for more than a year you can hire a car. Shop around and see what kind of deals you can get. It mght be more expensive to hire a car if you're under 21.
