If you are planning on swimming, don't plan to go to the mainland. It's actually pretty cold and gray in December on the coasts.
Your best bet would be the Canaries, I think, but I am not familiar with the weather there...I only know what it's like in the Costa del Sol.

The Canary Islands would be better - further south and hence warmer. Although there may be a risk of Atlantic storms rolling in at that time of year. Spain won't be as warm, but will probably have slightly more settled weather.

The peninsula won't be that hot... but it should go O.K weather for Golf... around Malaga in Dec it will be about 15ºC the coldest...
Canary Islands... I don't know of any GOOD Golf places xD I my self don't like Golf.... but I do know that people come to the peninsula not the canary islands for Golf... if you want the Sun with problery worse Golf.. go to the Canary Islands... even if it is stormy.. you'll still have 20ºC + =)

I went swimming off Tenerife in January this year so it is pretty warm. I've never been to the South at that time of the year but I believe that the Costa Tropical would still be perfectly OK for golf. There are an awful lot of courses down there but not being a golfer I couldn't recommend one.
