...depending on the exchange rate...probably no...
europe is expensive
you could save on travel costs by renting a car (sometimes they have deals like 1euro a day) but then you'll still have to pay for gas
and then you'll have to pay for parking
if you never eat out you can do well because bread, wine and certain sandwich "fillers" can be super cheap
staying places can be cheap too
i dunno it's a really tight budget...i honestly don't know....depending on where you want to go and what you want to see
so much of spain is about it's regional foods
and you'll probably want to see museums...some have free days...usually wednesdays and weekends...

at least in Madrid
but I'm from Bermuda so right now i'm freezy my bumpy off and it's only October!

Sorry, I think $1000 including all these things is very little for a month. Spain is cheaper compared other sizable western countries, but is not the Third World, so... maybe small things are cheaper (example, drinking) but accommodation definitively no.
The exchange rate, maybe $1000 = 776€ (according to this web http://www.xe.com/ucc/), I think it's the usual price of a tourist packet for a week to Spain (I mean, the typical packet including flight, hotel and breakfast). If you don't include the flight it's still very little for a month.

Weather???? Depends on the Region. December is December anyway, so, expect some fresh weather, although South regions are warmer (if you go to Andalusia, Murcia, Valencia, Catalonia and the Balearics, a pullover or a jacket could be enough for the night while in the day could be sunny and warm), if you go to the center or the North, the weather will be colder, especially at night (necessary a coat, maybe scarf)
Weather is changing easily, especially with the climate change (the global warming). For example, where I live (Zaragoza), this weeks it's been surprisingly warm during the day and fresh during the night. The usual is to be colder.
In Murcia (coast) where I am from, it rains considerably in October (just rains in October, warm or hot weather the rest of the year), but for example, never been in Cartagena -city in Murcia- (any day of the year) and never never NEVER been cloudy and cold. So...

Destinations?
First time been in Spain?
Top cities (largest metropolis) are Madrid and Barcelona, both beautiful, big, vibrant, lively and friendly (and university towns as well), but if you want to met the so-called typical Spanish culture (by mistake, it's not exactly widespread all over the whole country, contrary to popular belief)) go to Andalusia and try why people say "Spain is different".
I've been in Seville recently for the Madonna concert show there, and it's really a masterpiece. Very beautiful, friendly, tasty and lively... and nightlife... wow!!!! Seville is the city of the flamenco, sevillanas and all the Spanish gipsy culture, the bullfighting, the tapas, the siesta, the friendly people with funny accent, Moorish architecture and catholic passion. It's a medium to big city, very developed (socially, culturally, economically) and open-minded.
Other cities you must visit in Andalusia: Ronda (small town), Cádiz, Granada (the Alhambra), Córdoba...
Nevertheless, there are 17 regions in Spain plus the two african cities in front of Morocco, and every region has its charm, so wherever you go, expect to have a good time and enjoy fantastic views.


In short, enjoy Spain!!!! (but take more money, sorry!! :p)

You can expect to pay €500 a month to rent an apartment or 2/3 bedroom house in the resorts. The remaining €500 will not be enough to live on for 4 weeks, as food, drink and consumables have all gone up in the past couple of years. An initial sum of €1500/€1600 would just about get you through.
Costa del Sol or anywhere south of Malaga will have the best weather.

My preferd destinations are costa del sol, Benidorm, Majorca. December Is less crowd and prices may be less, But I am sure you have to search little bit more to match your budget.

Top destinations: the major cities. Unless you wanted to go skiing, then you want to go to the Pyrenees, or Granada. But then, you couldn't do that on $1000.

I was in Spain a year ago, and we figured about $5000/per person. Ummm. I'm pretty sure you'll be falling short, there. Rooms are REALLY scarce at under 50€/night. You might be able to get by with the Youth Hostels, but they don't exist everywhere. Go to the International Youth Hostelling Website.

50€/night, plus about 50€/day for food. You have to figure about 3 - 10€ per monument to enter (museums and such cost money, you know) and then souvenirs. You'll want to pick up something here or there. Seriously...at least $3000 for a month.

And the weather? not as bad in the South, but rainy is pretty much the norm. Less cold, than Madrid, though.
