Ok. Great question.
To me there is little doubt about where in Spain is the best. I would say northern Spain, on the Green Coast. It is very beautiful, you have the picos mountains just minutes to the south, for hiking, or driving just to look. Just minutes north (and I mean minutes) there are very tall green hills which slope hard down into many fantastic cove beaches along the Bay of Biscay on the Atlantic. There are dozens of these fantastic beaches from west of Gijon all the way east through Cantabria including Santander, and sometimes you may have one all to yourself(ves).
Your best bet in my opinion is to get your plane booked into Oviedo, or Bilbao. Stay between Gijon to the west and Comillas to the east. The Green coast is a well known attraction to many in Europe, and even many Spaniards have cottages in the region and use it for their own vacations. In Northern Spain there are many unique things to see and do. They have incredible Bufones (look it up), great Cidrerias (like wineries, but with a restaurant attached usually), and amazing food and time to take care of you.
The southern portion of Spain along the Mediterranean is more cookie cutter and extremely busy, traffic-wise, as well as overcrowded at times esp. Summer. I couldn't lay out in the sun without someone walking on my towel or accidentally spraying me with sand as they went past. I also have to mention, without sounding biased, but there is more of an element of danger with its proximity to Morrocco and some of the people who come up from Africa through Portugal and head toward the Malagas etc. There are many more incidents of ripoffs and robberies, even from hotel rooms.
Central Spain has less of the brilliant landscape the north has, and is far from any beach. The Costa Verde (green coast) is just a little slower paced, but with much more to do, including fun nights out with friends in the little downtowns where you are. Although you will not find a bullfight as easily if that's what you want to see, you will find much more in many ways. You will also just be an hour drive from Bilbao which boasts the incredible Guggenheim museum. And 2 1/2 hours drive from Southern France in the Bordeaux region (where they have a really cool beach town called Guethary, but obviously that is just one town). It's a cool and fun day trip while you stay in Asturias or Cantabria, and can be back by dinner time to avoid another hotel cost.
My unsolicited vote will be for you to experience the amazing culture that is unique to the Green Coast, the people, and surrounding areas. The big cities in Spain aren't far removed from big cities anywhere, and I'm not sure how much culture is absorbed as you find yourself dealing with everyday things that you don't want or need on a vacation. In fact I will be back again (4th time) this summer in northeast Asturias, very close to the Cantabria state border in a little quaint villa called Vidiago which I discovered on my last trip to Nueva, Spain, which is also a "can't miss."

Depends on when you go Benidorm excellent out of main summer season cheap and loads to do
Benalmadena is a beautiful part of the country and easy to get to from Malaga

I'm not a resort person...I go for history and art...Madrid, Segovia, Toledo, Sevilla, Granada, Santiago, Santander, Bilbao, Barcelona...I have a feeling you mean more like Ibiza or Benidorm or something like that...not my forte...but if you're looking for something different...
