I haven´t been to many Spanish cities that I can honestly answer that question, other than to say that every city I´ve been to could easily qualify. The two cities I intend to visit as soon as I can are Salamanca and Ciudad Rodrigo. I think I may find the cultural European capitol there. |

I went to Malaga today, what a lovely city, we saw the Thinker and other works of art by Rodin, in the street, it was clean and good value for money, and the buildings are just beautiful, I also like Granada.. |

I thought Cordoba was beautiful but I live near Valencia and think it's a great city with lots to see and do. |

Valencia by far from that list but I agree with others who say that Barcelona is the best by far of all the Spanish cities - I guess its all personal preference though isnt it. |

I'm not English but I'll answer your question anyway. Out of the ones you listed I'll have to say either Tarragona or Valencia.
A personal favorite for me would be Seville though. |

Salamanca has already been a Culture Capital (2002) - so after that of the choices that you gave, I'd pick Caceres. |
