so anything 25,000€+ would require a university degree, but it's not about how much you earn. it is about how much debt you don't have

I agree with Xabier that its all about your debt situation.
House prices in big cities (where the jobs are) are high in comparison with wages.
So 18,000€ sounds OK until you realise that after tax you'll be taking home about 1200€.
A mortgage on 90% of the value on a 2 bedroom flat in a modest area of Madrid is likely to cost you about 1000€ per month.

With respect to Xabier, there are many Spanish locals in my rural area who consider 10000€ a year a good living. You may earn more in a city, but times are hard on the jobs front. Just having a job is the most important factor.
