Hotel Astoria Palace is in the historic quarter of Valencia and you can easily walk to the museum. Head for Torres de Serranos and cross the Turia Gardens (the old riverbed) via the bridge at Pont de Fusta. You can see the blue top of the museum easily from here.

Well, it´s not close (almost 6 km). In car it will take 12 minutes more or less. I don´t know on foot.
Anyway, you can use googlemaps.
From the hotel (Plaza Rodrigo Botet, 5) to the museum (Calle de San PĂo X, 9)
