I actually think you are talking about the laws which govern transport of children in a car etc...........!!!!
I live in Spain and you do need to put children in the proper car seats. The law does apply and the Spanish police will enforce it. A taxi driver should by law have booster seats or a child's seat but many of them do not carry them.
You can hire them with a car hire company but they cost about 7€ a day on top of the car hire.
The buses in my town in the south of Spain have special belts to clip your buggy to. Most trains don't have any seat provisions for children I've never seen them on regional trains/ Talgo/ AVE .
My family when they come over always bring their own booster and child's' seat. It's cheaper and safer and you just put them through as hand luggage.

My understanding is that the rental booster seats in Europe are less than worthless. If you want to bring your own, you will be better off, though I don't recall there being seatbelts of any sort on any bus or train we were on.
I have heard horrible things about those rentals...that they are filthy, and you never know if they have been compromised in an accident already. |

You don´t need any restraint on public transports.It is not obligatory.But you can ask for a taxi with restraint for your kids if you wish.(Hope it changes soon...it should be obligatory)
