It's a formal region because it has defined governmental and cultural boundaries. Most countries fall into this category.
An example of a functional region would be Greater London, because it has a defined center (the City of London) and there is a great deal of interaction between that center and its outlying areas.
An example of a perceptual region would be the U.S. South. People understand what you mean when you mention it, but what defines this region? A collection of states? A Southern accent or "drawl"? A historical notion of states that were part of the Confederacy?
