Madrid, Calle Fuencarral (Metro Tribunal or Gran Via) for some highstreet shops and also some different funky shops where you can buy things no one at home will have (check out Mercado Fuencarral). I don't really like the shops on Gran Via as their quality is mostly cheap and nasty, but H&M is there too so you could get some good bargains. There is Top Shop at Sol, but the prices are the same as in UK. Also, if you sister has time tell her to go to Las Rozas Shopping Outlet which is pretty good, they have a Diesel store there where everything is about 70% reduced. There is also an outlet in Barcelona.

Barcelona, but I couldn´t tell you what area. Probably Eixample, or there's a huge mall at the beach end of the Ramblas. (I don't know how chic it is, but there were clothing stores).
