It is the fashion.

And because when you kick up the bottom of the skirt to catch it in your hand, the ruffles add a little weight, making it easier to aim. Or when you kick the skirt while dancing, it makes the skirt flow a certain way that is attractive.

Why do ballerinas wear tutus? cause it enhances the visual of the dance.

Actually, the ruffles, and the number of tiers of ruffles, and how high up they go, and how large they are, changes every year, as with all fashion. If you look at the post cards that are up around spain, or check the history, you will see how much the dresses change every year. And the shoes, and other accessories, as well.

Basically, the dresses you see today on flamenco dancers are descended from original patterns worn traditionally in Andalucía two to three hundred years ago.

I'm not sure! I always thought it was just so there'd be a little flounce when dancing...just something for a little extra movement.
