Jan 1980 Catalonia and the Basque country were granted autonomy, Meaning self goverened. The canary islands is a province of Spain. Somewere in history dating from 711A.D. and 1492 spain took the Islands. and a lot more of the world. But lost some of it's holding during the Spanish - American War, 1898. Spain owns the Canary Islands because they took them by force just as Rome took Spain in 200 B.C.

Just one point to "renegades..." Spain didn't lose the colonies during the American spanish war they just lost Cuba the rest of the american colonies were lost long before (Mexico, Central american countries and south american countries) in the early XIX century, the only colonies left were the ones in North Africa (Spanish Morocco, Sahara, Guinea, etc...) these were lost in different dates during the XX century .
Spain during the times of the empire had to deal not only with problems in the american colonies but with problems in European countries under domination as Italy, Netherlands, Belgium , etc... and the secession problems inside the country with Catalonia. The Canary Islands has been spanish fro more than 1000 years but the original people from those Island were called guanches they had their own language and didn't look like the spanish
